(Forelines) – On June 25, 2025, in New Delhi, Mr. Nguyen Manh Cuong, the Deputy Foreign Minister of Vietnam, and P. Kumaran, Secretary (East), Ministry of External Affairs, co-chaired the 10th Strategic Dialogue and the 13th Political Consultation between India and Vietnam.
The Vietnamese deputy foreign minister visited with Dr. S. Jaishankar, the minister of external affairs, Shri Pavan Kapoor, the deputy national security advisor, and Shri Rajesh Agrawal, the special secretary of the department of commerce, while in India.
The India-Vietnam Comprehensive Strategic Partnership, which is governed by the “Joint Vision for Peace, Prosperity and People” that the prime ministers of India and Vietnam adopted in December 2020 and the Plan of Action for 2024-2028 that was signed in August 2024 during the prime minister of Vietnam’s state visit to India, was reviewed by both parties during the political consultation.
The two sides discussed the entire gamut of bilateral relations, including cooperation covering political, defence and security, maritime, trade and investment, agriculture, pharmaceuticals, energy, science and technology, space, information technology, digital, fintech, connectivity, culture, tourism and education domains. Both sides expressed satisfaction on the ongoing development cooperation between India and Vietnam through heritage conservation and restoration projects, Quick Impact Projects, ITEC and e-ITEC initiatives and scholarships.
The two parties discussed topics of common interest on a regional and global level at the Strategic Dialogue. Both sides categorically denounced terrorism in all of its manifestations, including terrorism that crosses international borders. Vietnam’s declaration of solidarity and support for India in the war on terrorism was welcomed by the Indian side.
In May 2025, the Vietnam side expressed gratitude to the Indian government for the first-ever display of Lord Buddha’s holy relics in Vietnam. More than 14 million people gathered to pay their respects to the Holy Relics during this momentous occasion that highlighted the spiritual legacy that Vietnam and India share.
Vietnam’s status as a crucial ally in India’s Act East Policy, MAHASAGAR Vision, and Indo-Pacific vision was reiterated by the Indian side.
