India’s Ministry of New & Renewable Energy issues Amendment to ALMM Order for Solar PV Cells

(Forelines) – The Approved List of Models & Manufacturers (ALMM) for solar PV modules, effective April 10, 2021, and the ALMM for solar PV cells, effective June 1, 2026, were previously declared by the Indian Ministry of New & Renewable Energy (MNRE).

The ALMM serves as a framework to guarantee producer dependability, safeguard consumer interests, and maintain the nation’s overall energy security. Additionally, the system has facilitated the rapid growth of the nation’s domestic solar manufacturing sector, which currently produces 27 GW of solar PV cells and 91 GW of solar PV modules.

“An amendment to the order dated 09.12.2024 on ALMM for solar PV cells is issued on 28.07.2025, to further clarify and ease out the procedures for projects bid out by Govt. agencies including under Section 63 of the Electricity Act 2003. As a part of the amended procedure, the ALMM for solar PV cells will be mandatory only one month after the publication of ALMM list for solar PV cells, which is currently under process. However, the effective date for mandatory use of solar PV cells under ALMM list, for projects commissioned from 1st June 2026 onwards, will remain as notified earlier,” India’s Ministry of New & Renewable Energy said in a statement.

In tenders that must include options for bidders to submit their bids while keeping in mind the necessity to employ both solar modules and cells from ALMM listings, the aforementioned step is expected to give bidders enough clarity when submitting their offers.

The country’s domestic solar manufacturing projects will benefit from this action, which also effectively addresses the challenges renewable power companies experience in adhering to the ALMM for solar PV cells. This will speed up the production of solar cells and enable it to keep up with the nation’s expanding capacity for module manufacturing.
